WHY AUSTIN PERMITS TAKE SO LONG (AND WHAT TO DO ABOUT IT)

Austin's Build + Development Services gets criticized constantly for slow permit approvals. Some of that's fair. Some of it isn't. Here's what's actually happening — and what you can do to move faster.

THE NUMBERS FIRST

Austin BDS processes somewhere around 60,000–70,000 permit applications per year across all types. That's everything from a simple water heater replacement that gets auto-approved in hours to a 200-unit mixed-use development that requires months of review.

The majority of those permits — probably 60–70% — are express permits that either approve automatically or get reviewed same-day. You'll never see those show up in a complaint. The complaints come from the other 30–40%: projects requiring a full plans review. Those are the ones sitting in queue, and those are the ones where contractors lose sleep.

As of early 2026, Austin BDS's published review targets for complex projects are 8–12 weeks. The reality is often 10–16 weeks on commercial and 6–10 weeks on residential new construction. That gap between target and reality is where the frustration lives.

REASON 1: VOLUME THAT OUTPACED STAFFING

Austin added roughly 200,000 residents between 2015 and 2025. Development followed. BDS's permit volume grew faster than their reviewer headcount, and hiring licensed plans reviewers and inspectors isn't fast — licensure takes time, and experienced people don't grow on trees.

The city has made investments in staffing, but there's a structural lag. When 50 new reviewers get hired, it takes 6–12 months before they're independently handling complex cases. That lag shows up in queue times.

This isn't unique to Austin. Dallas had the same problem in 2022–2023. Houston's been dealing with it for years. Any city that adds 2–3% to its population annually will eventually struggle to keep its permitting department staffed appropriately.

REASON 2: CORRECTIONS REQUESTS RESET YOUR CLOCK

This is the one that most people don't fully understand — and it causes the most preventable delays.

When a reviewer finds an issue and issues a correction request, your permit goes back to the applicant. You address the comments and resubmit. That resubmittal goes back into the queue — not to the front of it. Back to the queue.

One correction cycle adds 2–4 weeks on average. Two correction cycles? That's a month or more added to your timeline. Some complex commercial projects go through 3–4 correction cycles before they get approved. Each one is painful.

The lesson: incomplete or ambiguous plan sets are the single biggest controllable cause of delays. A plan set that fully addresses every code requirement the first time — roof loads, egress paths, energy calcs, accessibility — moves dramatically faster than one that's "mostly there."

REASON 3: CONCURRENT REVIEW ACROSS DEPARTMENTS

Medium and large projects don't just need one reviewer. They go through concurrent review across multiple BDS departments — structural, electrical, plumbing, mechanical, fire, and sometimes environmental. Each department has its own queue.

When you get a correction from one department and resubmit, the other departments that were already done may need to re-review your changes. The critical path is whichever department is slowest or has the most comments. You can't control which department that is.

Austin has worked on improving concurrent review coordination over the past few years, but it's still a common friction point for commercial projects.

WHAT ACTUALLY SPEEDS THINGS UP

These are practical moves that make a real difference:

  • Use Austin's pre-application consultation. BDS offers pre-application meetings for larger projects. Use them. Reviewers will tell you what they're going to look for before you formally submit. Fixing issues at this stage costs nothing. Fixing them after a correction letter costs weeks.
  • Submit complete, code-compliant drawings the first time. This is obvious but contractors underestimate how often plan sets go in with gaps. Energy compliance documentation missing. Egress paths not clearly shown. Structural loads not calculated. Every gap is a potential correction item.

On large commercial projects the cost of an expediter ($2,000–$10,000 depending on complexity) is nothing compared to the cost of an extra month of delay.
  • Track your permit status daily. This doesn't speed up the review — but it means you find out the moment a correction letter drops, instead of 3 days later when you happen to check the portal. That 3-day gap is 3 days of lost response time.
  • Respond to corrections the same day they're issued. When a correction lands, get your design team on it immediately. Every day you sit on it is a day you're further back in the queue when you resubmit.

THE THING YOU CAN'T CONTROL

All of the above is about reducing self-inflicted delays. But even if you do everything right — complete plans, immediate responses to corrections — you still can't control when a reviewer picks up your submittal.

That waiting period is the most frustrating part. Your permit is sitting in a queue. It's been 3 weeks. You don't know if it's been touched. You check the portal every morning. Nothing changes.
