Most contractors have a gut sense that permit delays are expensive. The actual numbers — when you add up crew, equipment, downstream scheduling, and client penalties — are usually worse than the gut sense.
TWO TYPES OF PERMIT DELAY
Before we get into costs, it's important to distinguish between two different types of permit delay — because the costs are very different.
Type 1: City-caused delay. This is the review time between submission and approval. You submitted a complete application, the city is reviewing it, and you're waiting. This delay is largely outside your control once the application is submitted.
